Why make threats you can't follow through on?

No matter who the presidential candidate is or any candidate for that matter creates a feeling of distaste with me when they make statements/promises that can never come about. This recent situation with John Edwards is a prime example:

John Edwards' new ad says that when he's in the Oval Office, he'll tell Congress to act within six months to make sure all Americans have health insurance or "I'm going to use my power as president to take your health care away from you."

What's the problem? He can't do it...
Presidents can't just negate federal laws at will, and it's under law that members of Congress, cabinet members, and other government employees get health insurance.

The saddest part of all is there will be voters who will believe this and it's very disappointing that John Edwards would use this type of inaccurate information as a part of his campaign for President.
